  Shri Madan Lal Prasad took over as Chairman, Uttarakhand Electricity Regulatory Commission (UERC) on 27.11.2024. Prior to this he was appointed as Member (Technical) in Uttarakhand Electricity Regulatory Commission from 24.01.2024 as well as Chairman (In-charge) from 26.04.2024. Earlier, Shri Prasad was serving as Director (Operations) in Uttarakhand Power Corporation Ltd. (UPCL), a Government of Uttarakhand Undertaking sole electricity distribution licensee of the Uttarakhand State. He acquired about 37 years of experience in the power sector in different capacities. He had worked in all the wings of power sector i.e. generation, transmission and distribution since 30-03-1987, previously in U.P. State Electricity Board (UPSEB), Uttar Pradesh Power Corporation Ltd. (UPPCL), Uttarakhand Power Corporation Ltd. (UPCL). He holds Bachelor of Engineer (Electrical) degree from MNR Engineering college, Allahabad. He was awarded “TAMRA-PATRA” by the Hon’ble Chief Minister, Uttarakhand & was also awarded “APPRICIATION LETTER” by the Mela Adhikari, Kumbh Mela, Haridwar for successful electricity arrangement and uninterrupted 24×7 power supply during Kumbh Mela- 2010.

  Er. Prabhat Kishor Dimri is a distinguished person in the Uttarakhand’s State Power Sector bringing with him a rich experience of more than 34 years covering various domains of Power Sector i.e. Distribution, Generation and Regulatory.

He is basically a technocrat having degree in Electrical Engineering from the Madan Mohan Malviya Engineering College now MMMUT, Gorakhpur (1992) and holds a degree in Law & MBA (Finance) besides being a Fellow in Institutions of Engineers (India).
Prior to joining Uttarakhand Electricity Regulatory Commission as Member (Technical) on 08.08.2025, Shri Dimri carries a wide experience of State Electricity Regulatory Sector of more than 17 years working in different capacities having in-depth exposure of technical, financial & legal aspects w.r.t. Generation, Transmission and Distribution of electricity.
	During his early years of professional life he was instrumental in executing heavy engineering projects including projects related to  Power Sector. Thereafter, he was actively involved in Testing, Operation & Maintenance of Large Hydro Projects in the State during his tenure with the State generating company i.e. UJVN Ltd. before joining Uttarakhand Electricity Regulatory Commission in 2008.
	Shri Dimri during his tenure as Director (Technical) in the Commission played a pivotal role in framing Regulations namely UERC (State Grid Code) Regulations, 2016, UERC (Distribution Code) Regulations, 2018, UERC (The Electricity Supply Code, Release of New Connections and Related Matters) Regulations, 2020 and UERC (Standards of Performance) Regulations, 2022. Moreover, he has been at the forefront of evaluating the various investment appraisals from Technical, Financial and Legal perspective, which played a decisive role in establishment of prudent electrical infrastructure within the State w.r.t. Distribution, Transmission & Generation of electricity.
He believes that consumer empowerment is a vital exercise which supports the establishment of effective regulatory system in the State. Accordingly, he was instrumental in establishment of Consumer Grievance Redressal Forums (CGRFs) across the State considering the geographical constraints and consumer distribution within the State. Further, he paved the path of establishment of Meter Test Labs in each Electricity Distribution Circle of the Discom with NABL accreditation of atleast one Lab in Garhwal and Kumaon Zone.
	‘Aayog Aapke Dwar’ was another important initiative  planned & executed by him, wherein, the electricity consumers located in the far flung areas of the State  were empowered towards their electricity rights and the said project focused on expeditious resolution of consumer complaints.
Shri Dimri has attended various International/National Conferences, Meetings & Training Programs of Forum of Regulators, SAFIR, IIM (Ahmedabad), IITs etc. during his aforesaid tenure and has proactively contributed from the perspective of regulatory and policy making in the Power Sector.
